In the engineering analysis, DOE will compare the design parameters of a microwave with a set of energy performance objectives. The engineering analysis will then determine the maximum improvement in energy efficiency that is technologically feasible based on the most advanced microprocessor-controlled model available on the market or in working prototypes, or the maximum reduction in energy consumption that is technically achievable with the current technologies available for this product class.
As part of the NIA, DOE will evaluate the impacts on consumers for each product class, including lifecycle cost savings, and simple payback period ("PBP"). DOE will use the Government Regulatory Impact Model, with an adaptation for microwavable ovens to determine the industry's net present value (NPV).
Manufacturer impacts will be evaluated as well and DOE will use a modified version of the Industry Cash Flow model that has been modified for this type of product to calculate manufacturing NPV. DOE will also consider the effects of these proposals on small businesses as well as other manufacturing subgroups to identify those who could be most affected.
DOE will also consider whether the test procedure for microwave ovens needs to be updated in order to include active mode power consumption as well as an integrated energy use measure. Currently, the test protocols only address the use of standby mode power.
